With the Webasto heater  using a plate heat exchanger, does it heat water like a combi boiler or does it heat a separate tank?

Yes, that is correct, a plate heat exchanger is used in this system to allow the possibilty of hot water on demand. There is no requirement for a hot water storage tank  ( calorifier ) to be installed in addition.
